16 feet would be super long.
I think you should probably get anywhere from 10 to 30, depending on size..
some extensions are very thin and small, others are thick and long!

It depends on ur head and ur hair and Im really not understanding what u where going to get a half head of weave? Ummmm u will need just maybe a pack and a half for a full head and just one pk for a half head of course u will have some left. and clip on extentions why not fusion of sew in?

It depends what you would like, more volume? if that's the case then you would need more extentions to get the "fuller" hair effect.
